Case: Fulton County, Georgia election interference (RICO) prosecution

A detention officer at a Louisiana ICE facility has pleaded guilty to sexually abusing a woman held in federal custody, a crime that prosecutors say occurred while he had direct authority over her.

David Courvelle, 56, admitted in federal court that he engaged in repeated sexual contact with a Nicaraguan detainee while working as a contract officer at the South Louisiana ICE Processing Center in Basile. The detainee, identified only by initials, was being held on an immigration matter and was entirely dependent on the facility and its staff.

According to court records, the abuse took place over several months inside the detention center, including in a janitorial closet. Prosecutors say Courvelle arranged for other detainees to act as lookouts while the encounters occurred. He is also accused of smuggling gifts into the facility, including food, jewelry, letters, and photos of the woman’s child.

Investigators say Courvelle initially denied the assault when questioned by federal agents, only admitting to it after authorities obtained recorded phone calls between him and the detainee. He resigned after learning investigators had evidence.

This was not a consensual relationship. Federal law recognizes that a detainee cannot legally consent to sexual contact with a custodial officer. This was an abuse of power, plain and simple.

Courvelle now faces up to 15 years in federal prison, yet he was released on a $10,000 bond while awaiting sentencing.

A woman in government custody was sexually exploited by the very person tasked with overseeing her safety. And once again, the system is left explaining how this was allowed to happen in the first place.
